technically most movies are non canon...
but it all depends on the characters parties at the time usually

Movie 7 takes place after Sky High Gym Battle.
This could easily have been solved by looking at the guide on this site. That's what it is for. All the movies are in their correct places except for Movie 1 since it's place is still debatable.

Actually,
Pokemon: Phantom Ruler: Zoroark will happen between DP183- Opening!Sinnoh League-Suzuran Tournament!!!& DP184-Sinnoh League Third Round!Paul VS Barry!!
I find it strange though, it happens in between the first Sinnoh League Episode and the second one.... >_>

Isnt it a different alternate timeline or this is what happen in between his journeys on his time off that couldnt be shown on the show

well we've seen that the lucario and mewtwo movies are 100 percent canon
All the movies are canon, it's just that they have no impact on the storyline. Really it's just another adventure Ash & co. went on, albeit a bit more major and possibly world saving, but all in all just another adventure (actually they had enough of these major adventures it probably had also become common to them as well). The real big event is that they say a Legendary Pokemon, but that's it, they didn't catch any Pokemon or have on of their Pokemon evolve or learn a new move. It's actually a filler which is an hour and a half long.
I'm going to say I believe the first movie happened after Ash left his Pidgeot. As for the second one, I'm going to say it occurred after Ash got his fourth Orange Island badge and before he went to challenge Drake and Dragonite. I'm going to go out on a limb and say that the third one took place at the end of the third season, just before Ash and the other's reached Goldenrod City in the fourth season. I don't know about the fourth one, but I'm going to say it happened sometime after Brock's Golbat evolved and Ash and the others encountered Morty again. Number five I'm not really sure about, but I'm going to really guess in that Jirachi Wish Maker happened right before Ash and the others reached the city with the third gym. Destiny Deoxys I'm betting took place on the way to Ash's seventh gym battle (right before their final confrontation with Team Magma and Team Aqua). Lucario and The Mystery Of Mew I'm betting happened between the Grand Festival and the Hoenn League. The ninth movie I believe took place between Battle Facilities five and six. The Rise Of Darkrai definitely happened before Chimchar joined the group, so I'm going to be it was right before they arrived in that town and Dawn lost her first appeal round. Girantina's appearance in the movies occurred obviously before the finale of Battle Dimension when Swinub evolved, so I'm betting it was either between Ash's fourth and fifth gym battles or after the fifth and before Ash and the others reached the island with the sixth gym. Finally, I'm going to say that Arceus and the Jewel of Life occurred sometime between Ash's loss to Paul (when Chimchar evolved) and their final encounter with Team Galactic. The new movie I believe takes place between
