Blastoise, definitely. My personal favorite since the original games were released.

Continuing with the theme of fully evolved starters that seems to be going on with the last few posts in this thread (Charizard, Blastoise, Typhlosion) I would say that I would want Venusaur, Meganium, Sceptile, Torterra, or Serperior, since I always choose the Grass-type starter.

Well due to them being starters thus usually with you on your journey through the game and thus your most powerful Pokemon, I'm not surprised many people choices will be one of their starters.

Actually I have several Pokemon that I would love to have as a partner Mon, but Blastoise has just been out longer than the others, as I tend to find a favorite Pokemon from each new generation.
