Just so everyone here knows, there's absolutely no difference in power between normal and shiny pokemon. Just rarity. So definitely Arceus.

Pikachu(male): Ah ha! Your babies are mine! I evolve into raichu! *laughs*
Pikachu(female): Oh yeah? Is that all you got? Check this out!! AAAAAAAAAAAHHHHH!!! *evolves into arceus*
Raichu: *mouth drops, then screams in terror and runs away*
Arceus/female pikachu: Like my new arceus disguise, Pichu?
Pichu: you rock, mommy!
