You can call me crazy if you want, but I personally think that each movie was better than the one before it, so here goes:

Of course, I thought Mewtwo Strikes Back was really good too, it just wasn't as good as the movies that came after it.

I like Mewtwo Returns, mostly for 009 or The Black Tulip, or whatever she was called, but isn't that considered more of a TV special than a movie? Though my VHS cover does say "Mewtwo Returns: The Movie". I'm not sure.

yeah I Wikipedia'd it & it's considered a full-length special, not a movie. although I still think of it as one cus I bought the DVD when it first came out
