Wouldn't be surprised if he could talk, besides being he's able to shapeshift and one of the forms he takes is Ash him being able to talk would probably help him "complete" the shapeshift.

I like Brock and all, but he really does nothing anymore. The character is just there, to be there. If they take him out of the show for a good reason, I would be happy to see the character leave on a good note.

Brock Leaving?:
That would most certainly be an interesting change since he's been at Ash's side for all season's except for Season 2 (Orange Islands) and could probably be considered Ash's right-hand man right after Pikachu. Though of course Brock's space in Ash's posse does have an interesting story around it.
When Pokemon was brought to the U.S., it was thought that Brock wouldn't really appeal to the western audiences due to his slanted eyes and skin color so the replaced him with Tracey when Season 2 came along. Well when it was discovered Brock was actually well liked and there was a demand to bring him back, they did just that and since then he's been along with Ash on his journey. However this was probably more because the writers wanted to appease their male audiences. It was revealed in THIS interview with storyboard writer Masamitsu Hidaka that the reason they have been replacing Ash's girl travel companions because it was much more easier to customize them... and by customize they mean put them in all sorts of swimsuits. Though since the interview it had been brought to the writers attention that we would like to see the male playable characters in the game play a more important role rather then a cameo of a few seconds during the opening of the movies.
But if what is said is true, and Brock is indeed leaving, does this mean that Dawn might be staying with Ash on his journey through the Generation V region (Maybe that's why the female playable characters looks like Dawn so much!)? Will Brock's replacement be the male playable character from Pokemon Black & White (You know, the Obelisk Blue Jaden-looking character)? If Dawn is also leaving would this mean Ash's two travel companions would both be the male and female playable characters? Will they pull a swap and bring Misty back and have Ash's boy companions take a turn being revolved around?
Ash Up Against The Legends:
Well if you remember, Ash did already face a trainer using Legendary Pokemon, Pyramid King Brendan and his Golem Trio (yay, yay, I know the Golem Trio weren't really treated as Legendary Pokemon in the anime for some odd reason, but no one can deny they were borderlining with being a "normal" Pokemon with Pikachu barely winning against Regice getting Ash his Brave Symbol and totally destroying Paul's team which he solely made to defeat the Golem Trio!).
But of course, if this is a trainer who uses Legendary Pokemon, the real question is how many Legendary Pokemon does this character have and what are these Legendary Pokemon? We have been showed a few times there a some Legendaries which is impossible for anyone to have (mostly being from Sinnoh, but there are some in other regions) so this trainer can't really have some certain Legendary Pokemon unless the writers want to mess with us.
And Misty Completes The Missing Trio:
Wait, that thing about Misty's Japanese VA saying Misty will be making an appearance was fake? Actually, now thinking about it, it was kind of early for there being any plans for Misty to be making an appearance (especially that we now know how long Sinnoh is), unless Misty's Japanese VA was talking about Misty's Lure which Ash used to catch Ash's (eventual) Buizel, which is Tauros-mulch if that was the case. They better have a cameo of Misty watching Ash's Sinnoh League matches and also have her meet Ash when he heads home to Pallet Town, or the Pokemon Writers will get to personally meet my Darkrai... while they are sleeping (and hopefully having a nice dream so I can watch their joyous smiles turn to terrified frowns)!
I hope Brock's character ends on a good note should he leave. He really does nothing, so I wouldn't miond him leaving
