It has elements from both a Yorkshire Terrier (where most of its pre-evolution's, Yorterrie, appearance comes from) and Scottish Terrier. Murando has Shih Tzu, Maltese, and St. Bernard thrown in. It's the literal mutt Pokemon.

Why did they make its coat thingy look different from its fur? It looks weird, especially on its evolution.

I don't think it looks too bad. Actually it looks bland, and I bet if they just drew it was normal fur it'll look even more bland which is why they went with the "cape" design. Though if you're talking about the color that is sort of how a Yorkshire Terrier looks like:

The color is more black than the blue they designed.
But with this picture and your previous explanation of the different breeds, I can kinda understand where they got the design from. I guess it's not that bad.

Looks like we'll be introduced to Yabukuron in BW012.
Ok, so now that I have been able to watch the subs, I must say that I am really loving Best Wishes. I still miss Dawn, but Iris and Dent are nice characters, although Iris constantly calling Ash a kid can get annoying. It's really nice not to have Brock around, without him the show feels even more fresh. Team Rocket are awesome. Even when all they do is steal Pikachu they do it in awesome style and they know how to make an exit. Although I do like their new style, they are being focused on less which sucks because James doesn't even have any new Pokemon while Jessie's Koromori has only appeared twice. However, the characters and animation are great and it really does feel like I'm watching the first season all over again. The writers really kept the lessons they learned in DP and used it to make Best Wishes a great series so far.
Ok my "review" is done. 
I just wanted to get it off my chest. Now, can someone find another picture of Bel? That one doesn't work. And I'm super excited to see Aloe.

Who could the hero be? The word for "hero" (英雄 is the same word used to constantly describe N inBlackandWhite, so some people are speculating it is either him or the more obvious deduction, Zekrom. Since Pokemon names are always added to the titles later on, I would assume it's Zekrom (Victini and the Dark Hero: Zekrom). Of course, that's just my personal speculation - we'll find out the truth soon either way.
And, i kinda think the first option might be it... Unless the anime will explore that plot at a much later point, there seems to be a lack of the main team in BW which would be awesome if instead of an over arching arc that gets resolved in a lackluster way (While awesome at some points, Galactic just wasn't an epic epic of epicness in the end.) they twist it to make the three movies with. Though that's just silly speculation from me that will likely be proven false in the end.
